DESCRIPTION
When applied to a term of the form ~(?p. t), the conversion NOT_PEXISTS_CONV returns the theorem: 
   |- ~(?p. t) = (!p. ~t)

FAILURE
Fails if applied to a term not of the form ~(?p. t).
